I want to go over the statewide measures as well as local races. Dawn Lesley just received a $1000 from recalled City Councilor Claire Syrett, which fits as they both support EmX on River Road. The rain has finally put an end to the evacuations notices and poor air quality but before nature finally did what the USFS should have done in early August the Cedar Creek fire may have been responsible for a multi-vehicle pill up on I-5 the killed two people. We are seeing lawsuits against power companies, where is the one against the USFS for letting this fire burn?   • Oregon fires - the real reason behind it

    Live at our new time - 5 pm it's the Boze Noze Show with your host Jay Bozievich Pressure from environmental groups like Oregon Wild has caused the US Forest Service to allow “natural caused” fires to burn instead of doing aggressive initial attack to put them out when small. The Cedar Creek fire is a perfect example and now over two months it has caused havoc for the people living near and far as today school districts and Kidsports athletic events are being cancelled in Eugene and Veneta due to hazardous air quality from Cedar Creek fire smoke. Chandra LeGue, Senior Conservation Advocate for Oregon Wild, is endorsing Dawn Lesley for the West Lane Commissioners seat. She has also contributed to Dawn’s campaign. Dawn will support the “let it burn” philosophy that led to evacuations, loss of business, cancellations and health issues from the Cedar Creek fire that started in ONE TREE. A weekend of power shut offs and evacuations that could all have been avoided if only the US Forest Service put out the single tree fire that became the Cedar Creek Fire. I am really angry about this as it is just the latest example in a string of large fires that could have been stopped early, some that took lives and homes. Tax increases and stadiums were on our agenda again this week. More votes have been counted in the recall of Claire Syrett and the yes to recall side has expanded their lead. It appears that Eugene City Councilor Claire Syrett has been recalled by the voters of her ward over her support for the "Moving Ahead" program that would take lanes away from River Road for an EmX bus route. Dawn Lesley has spoken in support of Moving Ahead in the past and wants to represent Santa Clara on the County Commission. This is a pretty big thing as recalls are rarely successful. The voters are not happy about EmX on River Road. The Board will also be considering raising the Transient Room Tax paid by hotels and other lodging to support a multi-use stadium at the fairgrounds that would be home for the Eugene Ems baseball team. What are your thoughts on using a lodging tax for a stadium? It is also high fire season again as we get ready to acknowledge the second anniversary of the Holiday Farm Fire. The Board took the biggest step so far towards a possible multi-use stadium facility that could be the new home for the Eugene Ems at the fairgrounds. We directed staff to prepare the ordinances needed to increase our transient room tax (TRT) and the car rental tax (CRT) as a mechanism for financing the project. We will have to hold a public hearing on the increases in September but we are hoping to finance the stadium without using local property taxes. TRT and CRT are generally paid by tourist and visitors to Lane County not residents. Still more check points before it is a done deal like getting a design/build team on board and getting final costing, etc. We also will be studying a multi-use indoor facility that could be used for indoor track and other indoor sports tournaments. In the meantime, we asked LTD to come present to the Board about Moving Ahead. That should be an interesting conversation. I also am working on getting a public meeting set-up

    LIVE TODAY @ 4:00 pm Pacific, It's the Boze Noze Show! New taxes for Lane County will be on the ballot in November. No, not to hire more deputy DA's so we prosecute all felonies. This tax will go to repair and upgrade parks. Once again I was the lone vote against this as I feel we are letting our State legislators and Congress critters off the hook for their lack of support and asking locals to make up the difference for a non-critical function. If I am going to ask senior citizens to increase their property taxes then it is going to be to support a critical function that is a life safety issue like keeping criminals off the street. We also heard one of the best reports on our homeless efforts since I have been a Commissioner. A very clear road map of the current system and how we are working to improve it as well as a report on the outcomes from existing programs. I want people to understand how the is really due to the failures of the state legislature and congress to adequately fund the counties in Oregon for the services they perform on their behalf. Our progressive majority is blatantly trying to lock in appointed positions beyond the first of the year knowing they are about to lose the majority. The board was updated on our affordable housing plan which is leaning to heavily on government built housing. I believe government housing is NOT affordable housing. Government housing is subsidized housing. Next week we are holding a public hearing to get input from the public about placing a new property tax for parks on the ballot in November. The City of Springfield is going to challenge the state on new land use laws being implemented by executive order rather than legislated. A disturbing trend both in Washington DC and Salem is to ignore the separation of powers and just do things from the executive office. Unfortunately with Oregon's system of appointing judges, our state judiciary, which should correct this, is beholding to the the current Governor for their jobs. The World's are here and after telling us for weeks to avoid downtown due to expected traffic and that there may be long waits in restaurants due to lack of staff to handle the extra business, now they are telling folks to come eat in town because the restaurants are not busy. I also warned the Board about asking voters to increase their taxes for parks before we ask them to continue paying higher property taxes for public safety. As the rest of the Board pushed ahead with the Parks Levy we received notice from our District Attorney that she has lost senior staff to Oregon DOJ and has had no applications for several openings. The result may be going back to "no files" on some felonies due to lack of prosecution resources. The Board also is supporting EV's despite our crumbling electric grid and the carbon footprint of battery production. I do know that Independence Day came and went without the City of Eugene granting me the right to vote in their elections even though they are taxing my paychecks. Speaking of rights, is anyone else at all bothered by the concept of placing equity above equality? I seem to be the only Board member concerned about it. We continue to move slowly towards making a decision on a multi-use facility at the fairgrounds that would also be home to the Ems. While I was gone the Board adopted our budget and continued towards a possible property tax levy to support county parks. I seem to be the only person concerned about asking for higher taxes in November knowing we have to renew the public safety levy in May of 2023. Lane County is going to spend $28 million over the next year on homeless initiatives and at least we seem to be holding steady with some of the numbers. We are going to hold a panel discussion open to the public on our proposal for a 42-bed stabilization center for those experiencing a mental health crisis. Some good news, no Board meeting this week so you are safe from any new county laws, the City of Eugene and Oregon 2022 decided to maintain access to our facilities on MLK Blvd during the marathons and run walks, and I celebrated 40-years of marriage since the last show. But I want to talk about our criminal justice system and a crisis quietly brewing in Oregon. Most people aren't aware of the work our parole officers do and how we work as a system in Lane and other counties to divert people from prison saving millions in public money every year. Unfortunately, COVID shut downs, staffing and funding issues are combining to bring this system into crisis and most Oregonians aren't completely unaware. The results will make us less safe, waste human potential and cost us more in the long run. I hope by bringing this more public we can influence the legislature to prevent the coming crisis. The Board approved gambling your tax dollars on the market using arbitrage over my objection. And the folks with the Oregon 22 World games want the County to front $300,000 to build a temporary gravel access road to our Serbu campus on MLK Blvd because they want to have the marathon and other races start and finish in front of Autzen stadium. The week before they refused to support my efforts to allow people in F-2 lands to rebuild their homes after it burned down. Heather Buch is running TV ads claiming she is all about housing, really? This is the same person who voted for new floodplain regulations that restrict the ability to build homes. Eugene is considering a natural gas ban and my fellow Commissioners approved a "Climate Action Plan" pushing for electrification over natural gas despite information showing that it will probably lead to an actual increase in carbon footprint and the destabilization of the electric grid. Continuing the topic of gas, our President thinks that using food for fuel will bring down inflation. We also got an update on the Holiday Farm fire recovery and we are still behind other counties in issuing permits and the number of homes destroyed has gone up due to better survey work. The Board also expanded the use of the Community Benefits bidding program against my wishes. This program is costing taxpayers more for our construction projects that could be used for other purposes like law enforcement.
