Our Governor continues to make unscientific decisions around preventing the spread of COVID. The rest of the Board also voted to adopt an Affordable Housing Action Plan that stressed government doing the building and taxation to pay for it rather than removing barriers to private sector housing. The Governor's freeze is ending only to place new restrictions on Lane County that have nothing to do with how COVID is transmitted in this community and will have dire consequences for businesses, yet the UO stays open where 1/4 of our cases originate. Our board is continuing to move forward with a floodplain ordinance that will cause problems for Holiday Farm fire victims despite my best efforts to dissuade Chair Buch. We also got a report on how the LCSO uses surplus military equipment to prevent the need to make deadly force decisions like EPD had to make in Whiteaker this week. Election integrity is still a large issue and one of the basics is setting fair district boundaries for elected representation and we talked about the future of that process today. Holy smoke it has been a week of hazardous air quality but the end of the bad air is supposed to be tomorrow with some rain forecast but we have been hearing "tomorrow will be better" for a week now. The good part of the inversion and calm winds is that it suppresses fire behavior and the minimal resource we have to fight this fire have been able stop further progress into neighborhoods. We have even been able to lower some of the evacuation levels to allow folks back into their homes. The big fire in Lane County along the McKenzie River valley, now called the Holiday Farm Fire, is now at 167,400 acres and eight percent contained and the Red Cross has 890 people housed in 12 hotels with a new shelter opened this morning at Churchill High Schoo so nobody should be sleeping in their car. The one in 100-year east wind event unfortunately lived up to the warnings and is causing tragedy on a scale we have not seen here in Oregon since the 1930's. The big fire in Lane County along the McKenzie River valley is now at 104,000 acres and zero percent contained and over 3,000 homes have been evacuated. Stories are starting to come in of nearly the entire town of Blue River being lost and other homes and businesses destroyed. Worse yet, the fire moved so fast that officials believe there was loss of life but have been unable to access the areas to confirm any. Cell phone towers were burned so communication is near impossible in the steep hilly terrain. Fire fighting resources are stretched so thin as to be almost non-existent compared to the size of the fires. Air quality in our area is off the scale unhealthy but i fell fortuna

Friday afternoon I was startled out of my pre-weekend stupor by a call letting me know multiple fires were burning in the Fern Ridge area, one just a mile north of my house! Fortunately, due to the great work of multiple agencies, all four fires that afternoon were controlled and put out. That led to Sunday's multiple fires near Mapleton. Now there is a suspect in custody for those fires. I can't say enough good things about our local fire departments, ODF's crews, and Lane County's Public Works and Sheriff's staff. So to follow that up the Board had to extend the local public health emergency declaration for COVID, mostly to be able to react to our state government ever-changing requirements for getting CARES Act funds that should have just been passed through to us like Portland. The emergency Board of the legislature had the opportunity to fix the inequity in COVID Relief Funds distribution that has Portland getting $174/person upfront with few strings compared to the $27/person Lane County has been promised in reimbursement with multiple strings attached. Thank you Senator Johnson for your No vote on diverting our funds to purchase PPE "on our behalf". I wish I could say the same for the local delegation on the E-Board but Sen. Manning, Sen. Roblan and Rep. Holvey all voted to divert local funds to state coffers and allow PGE to continue. Meanwhile the Board was focused on institutional racism and had a general listening session in which we got three, yes 3, people testifying to us. The Governor and the Legislative leadership are allowing a massive inequity to develop between Portland and the rest of the state in how CARES Act COVID Relief Funds (CRF) are distributed to local governments. Local governments over 500,000 including Portland and Washington County received upfront over $170/resident. Smaller jurisdictions outside of Portlandia have been promised between $60-80/resident via reimbursement not upfront funding and with much more restrictive rules on how the funds could be spent. On top of that, the protests are now requiring the Oregon State Police to keep 100 officers of there total force of less than 800 in Portland draining law enforcement from the rural areas of the rest of the state.
