He discusses several use cases where monitoring granularity down to 1s is very critical – especially on the infrastructure side in order to identify intermittent problems. On a transactional level, it is important to see every transaction all the time – sampling won’t cut it as you can't do real root cause diagnostics if you don’t know the difference between good and bad.
