Manufacturers and suppliers of cosmetic raw materials must comply with all regulatory requirements - including cosmetic regulation of EU, CLP and IFRA - as long as those raw materials are used and available on the market. However, while particular attention is often paid to new raw materials entering a portfolio, existing raw materials may be neglected. All existing regulations are published in the Code of Federal Regulations (also commonly referred to as the CFR).  More specifically, Title 21 CFR parts 170-199 regulations are applicable to food additives.
