He was referring to a document released in 1997 by neoconservative think-tank, Project For A New American Century (https://en.wikipedia.org/wiki/Project_for_the_New_American_Century) called Statement of Principles, Rebuilding America’s Defenses/. The document declared that to mobilize public opinion to support America’s 21st century military agenda, a “New Pearl Harbor” would be needed.
