David Fransen David Fransen was appointed Consul General of Canada in Los Angeles by Prime Minister Harper in September 2008. He is Canada’s senior representative in Southern California, Arizona, New Mexico, and Nevada. As Director General of the Center for Healthy Human Development at Health Canada from 1998 until 2001, Mr. Fransen led in the development of a federal-provincial agreement on early childhood development, a national diabetes strategy, and a national cancer control strategy.
