The bill also imposes a gagging order on ministers and public bodies by preventing them from even stating that they would have applied a boycott if not for the bill - with threats of fines being issued for non compliance! Both the Scottish and Welsh parliaments have refused legislative consent for the bill and yet it continues its progress through Westminster.
