It can be used at the end of sentence, but it’s not really common for as to do it. It’s a bit more formal when we use “also,” it could be either in a speech or in an essay.It might be used to add on a list of things.   Too, unlike also, usually goes at the end of the sentence. It’s most commonly used in terms of informal or daily conversations.
